A bill passed in the State Assembly could affect pet owners in California. Assembly Bill 1634 passed by two votes, and now moves on to the State Senate for consideration.

If passed, the new bill would force all pet owners to have their pets fixed, or face a $500 fine. Animals would have to be spayed or neutered  within four months of birth.

Do you agree with a proposed bill in California requiring all pets to spayed or neutered by 4 months?

Unless a pet is intended as a "breeder", there is no sensible reason not ot spay/neuter your pet. My wife and I just got a Yellow lab puppy (couple of months ago) and in the breeder's contract is had two prices, one with the agreement you'd neuter and a $200 higher one if you didn't.

I am in total agreement that one should take 'Responsibility' for all things (including animals) that one possesses. It is unfortunate that a state or generally our government has to pose such laws to force people to be responsible. Citizens only have themselves to blame for the acts of our government. If people generally did what was fair and or right by others, we would not need some of the stupid laws we have now.

Now my thing is if they can do this to the 4 legged animals why can't they enact a law you do the same to rapist?

It's funny how they can see themselves clear to do this to animals but they can't do it to the ones they should.

Yes, I do think all pets should be "fixed" unless you are a licensed breeder. I also think if should be done for free. It does cost a bit to have this done. I know, I just did and without a coupon from the Humane Society, it would have cost me $350 to spay my cat. OUCH!

Once again, they got it wrong. While it is noble to try and curb the unwanted pet population, passing what is essentially a zero-tolerance law isn’t the right thing to do. As a child, my parents waited until our family cat had a litter of kittens before getting her fixed. Although it took time, we found good homes for the kittens, and learning about the miracle of life like that at a young age was amazing. To take that away from responsible families is simply unacceptable.

Kelldog, for those of us with a heart, and a lifelong love of dogs, the number of unwanted and euthanized dogs is astronomical. It's not a slow news day, it's a "Kind" news day.

The number of mean spirited people here who hate "aple pie, motherhood, the flag and dogs" just seems to rise here....sheesh

i feel that having pets is a responiblity, i was taught that at a very young age (i thought we all were) and with that responiblity comes fixing your pets. i don't want a ratio of 1 million animals to 1 person. seriously it's getting to that point. if you fix your pet, you don't have to starve you kids to feed your pets, SO STOP! simply put bob barker was right spay and neuter them.

Must be a slow day in the news. I like the idea of neutering rapists though....Three strikes and its out of there!!! Why not take it one step further. If we can put an animal down and call it the "humane" thing to do why do we make the sick and elderly live a demorilizing hell with no end in sight and think of that as "humane". Seems our priorities may be a bit skewed!!

it's unfortunate that the government has to get involved in an issue like this but as a pet owner with 7 cats, mostly all strays,there are too many innocent healthy animals that are being put to sleep because there aren't enough homes and the shelters are overloaded, it's unfair and it isn't right, I know it is expensive to have the animal fixed but in the longrun there are way more pros than cons.

To the person who commented and said it's ok to have a litter of kittens before they fix the mother, you admitted yourself, it took time to find them homes, my question is why would anyone let a cat or dog have any litters when there are hundreds of them who have been sitting in cages forever waiting for a home already? why not let those potential adopters go to a shelter and save a life of animal instead of them running out of time and being euthanized.

If the animal is to be a companion, then yes it should be fixed-
As for you mr.ghram_cracker-you don't sound to be "responsible" by being racist about certain animals. No, I don't own a bit bull, I have 2 yorshire terriers, my sister has the bit bull- and yes, it plays with my 2 dogs(a 5 pounder and a 12 pounder and both 7 1/2 years old), and is very well behaved with my nephew. Just because they have a bad name, doens't mean that they are all bad. How would you like it if some people thought you should be "snipped" because of the way you think(or should I say the way you're racist aaginst "certain dogs" and there owners) It is all in the way that the amimal is raised-and it's the owners fault that they are fighters-not theres.

We rescued a cute kitty (she's in my pictures) and before we brought her home she was neutured and had a micro chip placed on her. It breaks my heart to see loose kittys on the streets and have them suffer. I think neuturing is a good idea but a $500 fine? That's just not right.

If Bob Barker says "spay or neuture your pets" it has to be a good thing doesn't it? LOL?

Just make sure they do it right... we got our cat from a shelter, and he was "fixed" before we took him home... when he started having behavior problems at 3 months old, we took him back to the vet. It seems they "MISSED ONE", if you know what I mean....

Fortunately, the "fixing" was under "warranty" so they finished the job at no extra charge...
