Every now and then my sleep is interrupted by intriguing thoughts.  Last night was one of those nights.  I think "Sunday Night" (in this instance it was deferred to Monday night due to the holiday...) is frequented more often (is that redundant?) because I get more sleep over the weekend....but I digress....

I was thinking of two issues last night.  Those were "earmarks" and Question 1.  I was thinking mostly about Question 1 and what it would mean if it passed.   I really don't think folks would get the satisfaction they expect.  I think people are expressing their umbrage at the waste in government and our elected officials penchant for spending in ways we never would in our private lives.  Our representatives don't use the same economic rules on Beacon Street that we do on Main Street.....

And we've been listening, during the Presidential fiasco, to talk about who votes for earmarks.  You know, who has the political ability to bring home the money that should have stayed at home in the first place?  By buying BLEEP stuff no private citizen would ever consider funding if he were spending his own money...

Then a solution hit me:

Reverse the earmarks!!!

What would it be like if we were given just one more page on our income tax form?  What if that page allowed us to set the priorities for spending?  What if those priorities carried with them the force of law?  How cool would that be?

Here's how it would work.  We would be allowed to dictate how much of our tax dollars would be allocated for each of a few general areas of government.  (I assume a certain percentage would have ot be set for debt service on pre-existing government debts but...)  Let's say we could allocate a percentage of our money to national defense, domestic security, foriegn aid, education, welfare, medicaid, research into illnesses, roads and bridges, etc..

Then, the exact dollar amount in each category would be set, and our elected officials couldn't spend above that level...ever...ever...without a declaration of war.  Even natural emergencies would require a new vote by us or cuts elsewhere...the development of a "rainy day fund"....

What if a similar plan were put in place in Massachusetts, doing away with national security and foriegn aid, and adding in housing the homeless, and caring for our mentally ill?

I'm thinking I'd be alot happier on April 15th....ya,,that's the ticket!!

I just think we are doing the wrong thing on Question 1. It's kinda a "gun control" type of argument...in that it blames the "thing" (taxation) for the actions of people (legislators). It's a quick fix that misses the mark...

What would you guys allocate?

Chip, one thing I'd cut the allocation down for is salaries. And change said allocation to reward actual work, not spouting off to the press about the other political party. I'm still a wee bit affected by the hair chemicals, so I'll get back to you with more ideas later

Remove any salary increases until we can afford them. I would insist govmt employees pay at least 25% of their own healthcare. HIRING FREEZE NOW vs layoffs. Attrition employees off the payroll and learn to do more with less. How about a pay for performance--I know the CEO's have been immune but that needs to start from the top and go down the entry level employee.

I would insist on a time study--remember those. If you had a time study in a govmt building, I would bet my dog that youo could get the same amount of work from half the employees--If those working actually worked an 8 hour day.

I like GL's ideas. My mother was a state employee for years. I always used to tease her when she told someone she worked for the state. I always said "nobody works for the state. They're state employees but they don't work". She used to get so irritated. Anyway, I would definitely continue to fund DMH and DMR. As close to the current funding as possible. I would scrutinize with a magnifying glass the Medicaid system, disability and secion 8 housing. While I know these programs get federal funds, the state pays into them as well and they're the ones who do the determinations. There's definitely pork there. As governor you can't cut education I believe, so that's off limits for now. I have to give this much more thought.

You cannot blanket all Towns with the same answer. By Town I would, create lists of priorities, with an urgency factor attached. ie: some Towns need serious infrastructure repair --some not so much. I would insist on shared services. Not every single little Town in New England needs their own police, fire, ambulance--repleat with a few extra Chiefs, lieutenants and on and on. There would be an immediate savings there. It would have to be an impartial needs based study. It can be done but New England is very clan like and they all want their "own." I grew up in Upstate Ny and there were county based services that did not overlap cities and Town based services. Some Fire Depts are in desperate need of new equipment but their schools are ranked in the top. Fire would take precedence over the school needs for that budget cycle--not forever. From what I have seen-locally building repairs are left until the place is crumbling then we need a 6 million dollar library, school when some maintenance would have given the building a longer shelf life.

I can't disagree with you on what you wrote. In the process, I'd suggest that there be a specific exclusion to HIPPA (the new medical privacy act) that not only allowed, but mandated (much like the mandate ot report child abuse) reporting medicaid and medicare fraud, as well as any fraudulent applications for entitlement services. I'd privatize hospital care/medical care for our veterans...seeking corporations like Caritas and Hospital Corp of America to bid on running segments.

I'd create a fee structure for legislation offered with the cost going directly to the legislator and with the fees paid by private donation from those effected, none of them being corporations or corporate members...and let me tell ya...the fees would be high...HIGH...make passing laws costly. My freedom is worth alot...

Chip, I like the idea for the fee structure. Just make sure that the really dumbass legislation (State book, mayo, cookie, etc) is really at the top of the scale.

Also, in light of today's press conference, I'd say slash 15% minimum off of every legislator's salary and enact a 10 year ban on anything more than a "cost of living" increase, which would be the same as retired seniors get with their Social Security.

Well from what I saw today at the governors press conference,cutting money from the budget doesn't sit well with me. Cutting Police and Fire? We already have enough fire stations closing and there are always stories on the news about how the house could have been saved if only the fire station right down the block was open. Crime isn't getting much better especially in the bigger cities so I don't think that the state should be cutting police officers.

What you are seeing is "doom and gloom" rhetoric. It's what you get before they raise your taxes. This si the most common and frequent Democratic ploy....

It's simple...live within your means...like I do. When the price of gas went up, we didn't go to our employers and say...if youdon't give me more saary, your house is gonna burn down...

AFTER we have addressed medicaid fraud, come to me.

While I think it's important to have police and fire fighters, I also don't think they should always be immune from cuts. No city, town or state worker should be immune, just like most people in the private sector. I agree that severe cuts shouldn't take place but there is a lot of waste in some departments around the state.
And Chip, I agree that reporting suspected fraud should be a priority and a mandate for those of us in the medical and human services fields. Too many people blatantly abuse the system and nobody wants to do anything about it. It gets old after awhile. And the fee structure? Pretty good idea. Doubt it will ever see the light of day.

I haven't had a cost of living raise since my last job and I've been at my current one for almost three years. As it is I took this job for $25000.00 less annually than my last job. I was out of work for 18 months and sort of fell into this job. One percent is all I've gotten here and there have been years where no raise was received by non union employees at all. One percent. I am making little as it is and if you add up the raises I've received since I've been here it doesn't even add up to a dollar an hour. I think it's shameful but it's human services and everyone knows nobody goes into this field for the money.

Yes, jonsmom, but, there's no way we're going to be able to get it through that legislators get no salary increases. And while the whole "cost of living" increase might sound good, remember, it would be limited to exactly the same amount that retirees get on their Social Security. Living with someone who gets it, let me tell you, it ain't much!

I don't have a clue on what or were to begin.
How much do the TOP Senaters make a year?Who pays the Plane fares?Limo Costs?How much does it cost to repair their private jets?Is it a "State Jet"?Who pays for their health care.
By the way,the 'best' in the country?How much do the 'BACON'Hill polititions make a year?On both sides of the isle?What 'cuts' will they make?1 less turkey on their 15 foot dining room tables?1 less ham on Christmas?Be very real,you/we will be the ones doing the cutting.
2 less trips to grandma's for the holidays.While they spend thousands on Christmas presents,we will cut ours by 75%.Have Grapenuts instead of a turkey/ham.Burning candles for heat while they have 10 to 15 foot trees in their Million dollar houses.How can you cut if you have nothing to cut.The politition are holding the money bags.And they won't give them up.

Now,as for a fire chief driving a 50k plus 4x4.And use them as their personal cars?Not too long ago,they road in the Fire trucks.They did have a senior fire chief that was incharge of all the fire houses in a county,not 1 or 2.How many are in the Boston area?How many differant police are in Boston?Why is there MBTA police and others in the same town or city?How many mayors do you need?What is the reason for every town to have a mayor that does the same job the select persons can do?This country needs to be treated like a bussiness.From the White House to the local townships.If it can't afford new drapes,clean the old ones.The problem is the polititions don't want a 'BOSS'telling them what to do.
I thought we were the 'bosses',we tell them what to do,but they thumb their noses at us.
