Although information on this was scantily reported, it is my understanding that this individual owned a wrecker and his services were contracted to tow improperly parked cars and municipal vehicles. I also understand from the scant reports that he was charged with rape, which the district Attorney felt he couldn't prove, and offered the individual a plea deal to a lesser charge which he accepted. As such, if this fact reported on Fox25 is correct, he could be no higher than a Level 2 and could austensibly be a Level 1.

But this brings up a discussion for another time. Economic stressors have been linked statistically with sexual re-offending. Just how much do we want to limit a guy's ability to get a job that has limited public contact? Do we actually RAISE the risk to the general public?
